any mod i try to run crashes before it starts with the error "starcraft has stopped working"

No, you do not. If using MPQDraft, you need an updated version. If it is a FireGraft exe, FireGraft's patcher is DEP-compatible. If it is StarGraft or MemGraft, it is running on a StarCraft version that does not opt in for DEP. In any of these cases, you do not need to disable DEP.

By the way, the article you mentioned has lots of false information. Part of it has to do with what DEP does and what things it affects. It also gives the incorrect command for re-enabling DEP to its default setting of OptIn (the default is absolutely not AlwaysOn). Setting DEP to AlwaysOn is not really something that anyone would want; it runs everything with DEP without letting you specify exceptions. OptOut is the highest level you would want to use. It runs everything with DEP, but you can specify exceptions.

The default mode of OptIn theoretically shouldn't really cause issues, because it only enables DEP for programs that the developer marked as compatible with it.

Not really. If it just needs an updated MPQDraft, that can be downloaded in a short time and then used instead of the older version. Quicker than a reboot, most likely. I'd recommend it anyway if MPQDraft is being used at all.
