I can't open up port 6113, TCP.

I've configured both my router and Windows Firewall. I use a Windows XP, SP3. No matter what I do, TCP 6113 refuses to open. Can anybody help?

I'm trying to open TCP port 6113 so that I can host StarCraft games. Actually, I just care more that it OPENS.

Have you configured them correctly? That's kinda important.

I have tried to redirect StarCraft to use port 6113 by creating regedit entries ("netgameport", and "Game Data Port"). Not that I know if StarCraft will even use them.

However, even when I have tried to open port 6112, the TCP port never opens.

After double-checkingk my network settings, I have determined that I have configured it correctly. Besides the StarCraft 6113 port thing. Again, even when I have tried to configure port 6112 instead, the TCP port still does not open.

Have you done port forwarding?

SDE, BWAPI owner, hacker.

Open ports 6112 to 6119 for both TCP and UDP protocols.

Be sure to open the ports on all clients your workstation connects through to get to the internet(if you have more than one router), as well as on the workstation itself.
If that fails, then disable your workstation's firewall(s).

Technically it isn't really 6112 to 6119. It is only 6112 or whatever you've configured it to use (which can be anything). There is no specific range it uses on its own, as far as I know. Besides, if using a router, in most cases there is no such thing as just "opening" a port. It needs port forwarding to tell it specifically where to send the incoming connection, so using the range like that is useless anyway.

You could use something like http://www.canyouseeme.org/ if you want to know if the port is accessible from the outside. Try it when you have a game hosted.

I have tried to forward the port again, but to no avail. Still seems that TCP 6113 can't be reached for my PC.

This is especially strange, since my laptop uses 6112 TCP and USP fine. I can host there, but not on this PC.

First, find out what is wrong. Restore all default settings, reinstalling SC would be sure fire way to make sure everything is back to original.
Disconnect router and direct connect to your internet modem. Try hosting game normally. IF you can't, windows/software firewall problem. Then change the port to 6113 and try again. If you can't, then you aren't changing the port right.
If everything is working thus far, then you aren't doing your router right. Erase all port forwards for SC. Do just the 6113 forward to your computer. Double check to make sure your internal ip is right, as that is a common problem with dynamic ip assigning on a network. After you get that working, set up the other computer's forward with the 6112 and then finally check both.
Process of elimination.
