All the special characters used so far in the wiki have been added to the safe list, since there's nothing really wrong with them. The one exception was the question mark, which was used improperly anyways in a title so I had just deleted it.
It's not the fix I was going to do, but it was quick and painless so it'll do until I get around to revamping the wiki section.

Forgot about the ' character in some titles, which enabling in titles will require the revamp. Had to kill them, so forgive the absence of them in certain titles, like Modder's Guide to whatever.
