Modifying Cursor

So far as I can tell, all the cursor's data regarding animation and stuff is outside of the iscript.bin and \arr\* files - the only part which can be changed is what each frame looks like. Is this truly the case, or am I just being noob and there actually is a way to change the numbers of frames, to make it use img-/spr-ul/-ol, change what palette it runs, or anything else, through currently familiar methods?

Constructing a counterexample is answering the question: "Is Navier Stokes well posed?" in the negative
