Based on observational data, the speed upgrade increases units which use iscript movement by 2. For flingy controlled movement, the upgrade increases the top speed by some amount, then doubles acceleration and turn radius. These values were found by looking at the unit's flingy top speed, acceleration, and turn radius in a memory editor while playing a game which had those upgrades.
Broodlings are controlled by iscript movement, and move in steps of 56 pixels over 7 frames in the following pattern:
Move, Move, Wait, Move, Wait, Move, Move, Move, Wait, Repeat.
Each wait is randomized from 3-6 frames, so a broodling can move slowly, or very quickly. It is probably possible to time it right so that the wait is never encountered, making the broodling have a speed of 8. On average, the broodling fits in at 6.09.
Acceleration is not taken into account here. Acceleration is the amount by which the top speed increases per frame. Because of this, any unit with the same acceleration will speed up at the same rate. Dropships, shuttles, and nuclear missiles have very low accelerations compared to their top speed.
