It's a program that allows you to type in the lyrics of a song and have the computer sing it. There are several different voices to choose from (whereas Hatsune Miku is the most famous :P). You can cut each word into many pieces so you can choose the pitch and make it all sound better.
I downloaded a version of it some months ago, but as my Japanese is rather poor, it was very hard to use. In addition, all the tutorials I found was made with a different version, so I just gave up.

I like Hatsune Miku, or the 'damn weird teal haired anime chick'. :P
For a computer generated voice, it's quite good techno/electronic/whatever material.

I've tried listening to 10 different vocaliod songs and I didn't find any of them catchy (and I thrive on catchy pop shit)

The only thing halfway bearable was melt.

Hatsune Miku is a 2D character. She has a nice voice and people who buy this vocaloid program can make her sing, so she's grown really popular (along with the program). People have released a lot of music videos featuring her, which you can think of as a form of fanart.

Later versions of vocaloid feature other characters, but they haven't grown as popular.
