The game is simple, make sure you leave the resolution ~~800 x 600~~ 1280 x 1024, try to leave a mark of what you what to put. It can annoy others as well, it can be funny, erotic. Also the rules are very simple:

~~1. NO PHOTOSHOP or any other programs unless it is MS Paint.~~
2. No pornography.
3. Do not leave a large mess of scribble scrabble, ignore those unless it's an explosion of the eleventh picture of the same area.
4. Always edit the most latest picture and try to post yours fast before somebody else does.
5. Never edit the environment, either ground or sky

As to see how Yoshi returned as an Administrator of SEN, he will be the new guest and first character to appear than 'nuclearrabit' or 'kow'.

This game sucks because it appears like each person is making a completely new picture instead of editing the old one.

DarkenedFantasies -- Probably just didn't care. For example, at some point before release, they've updated the graphics of some of the Protoss buildings (Forge, CyberCore, Citadel, Observatory, Arbiter Tribunal), but instead of properly re-rendering them with edited 3D models, they did crappy copy-paste jobs on the rendered graphics.

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically
