I think he gets one regenerating night hit to target anyone. If the target is saved by any kind of special power, then 2 random people will die. So if the town teams up with the joker, it is a slim gamble, and we could lose some important roles to the joker, like the patrolmen. Last game seemed to be revolved around our patrolmen giving out most of the valid information.

No, and why would he? If the town knew who the Joker was, they'd just lynch him. It's not the Joker's role to work with anyone.
