Error 1- WinMpq, Ice, nor IceCC worm although I have the downlaod.
Error 2- I don't know how to work converters.
Error 3- Tile Edit is wierd and I don't know what it does.

1. What kind of error message do you get?
2. Wtf do you mean? GRP converters?
3. It changes tilesets.

ALL PRAISE YOUR SUPREME LORD CORBO

1. You're pretty much missing the runtimes for both. WinMPQ requires VB4 runtimes and IceCC requires java runtimes, you can google the VB4 runtimes and you can go here to get the java runtime environment.
2. Basically, when WinMPQ works, you'll extract unit .grp files and open them with a converter. They'll decompile the .grps for you and write .bmp files for the frames. You edit the frames and then compile back your .grp
3. It edits tiles. Opens .wpe and .cv* files. Just like the converters it can output .bmp files for you to edit them. It can also modify some terrain files such as walkable, can't be built on and so on.

DarkenedFantasies -- Probably just didn't care. For example, at some point before release, they've updated the graphics of some of the Protoss buildings (Forge, CyberCore, Citadel, Observatory, Arbiter Tribunal), but instead of properly re-rendering them with edited 3D models, they did crappy copy-paste jobs on the rendered graphics.

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically

Oh_Man -- so that makes me think maybe the theory they are unfinished is not true and its a deliberate design decision, coz why not finish them wen ur making brood war?
