A vigilante or vigilantes are an un-effective, form of local safety.

The world is divided into classes, each with their own impact. The rich damage communities, nations and justice. As opposed to the poor, who damage individuals mostly, but can cause damage to communities and nations.

A vigilante could knock some numbers off theft and rape, or kill corruption, but so could a good government.
