Yeah, I'd start with using Visual Basic 6. No one likes it but it's really easy to use and you can do simple and complex programs, although the more complex the less efficient it will be since VB6 can't handle much stuff.
BinEdit2 for example and many other FartyTools have been made with VB6.

Well, I encourage you to learn a language, but I'd appreciate if you were a little less... ah, ignorant before you started asking questions. I understand that you need to ask questions that seem a little stupid (I did myself, of course) but I mean, honestly, you need to at least know what a language is.
... Which is why I suggested Google. It would help if you (Lord Malvanis) at least had a more definite direction than just "I want to make something simple."
