I have no clue how to even begin to edit tilesets. What program should I use, and how do I use it?

There are barely any sufficient utilities from modding tilesets.

But Farty is working on a beta utility named HawtTiles that works well and is in need of bug testing.
If you ask Farty very nicely for HawtTiles he'll pass it onto you.

I can't really explain how it works, so you're on your own when t comes to the learning curve.

No, they are the same thing. The latest build (which I got from FaRTy and put on that page), the EXE is called TileEdit2, but the GUI title is Hawt Tiles. I originally listed it as Hawt Tiles but I think FaRTy told me he was changing the name to TileEdit2 when he gave it to me or something. Either way they are the same thing.

Okay, thanks guys. If I can't get it to work I guess I'll just use Twilight, it's pretty close to what I was imagining making. (Using the word "close" loosely.)

The official name is HawtTiles. And if your exe was named TileEdit2 then you have an old version :P

so for my new mod (seecraft) i need mud that looks like water but buildings can still be builded on it (for jungle terrain) its like by ad astras where you can build on the space.

Ultraviolet -- I suppose we'll likely never know, but my guess would be that they already saw it operating successfully and there was no monetary incentive to finish the original work. And the dev cycle in old school Blizzard was so hectic, it's possible it just got forgotten about after the original game got released. Plus there's an element of existing MPQ files that were packaged with the original discs becoming outdated if they updated it. And it's not like they remade the original MPQs, they just made new ones for BW specifically
