It still looks fine with the black lines. If needed I would only make them dark grey?

Eh, whether you use colored lines, black lines, gray lines, or no lines at all depends on the style, what kind of backgrounds are being used, if you have color palette limitations, etc. They all have their places, although colored lines will often work best - basicaly, take the color they're outlining ( red and white, in the case of your Voltorb ) and make them darker shades of that color. Try 63/0/0 for the red part and 63/63/63 for the gray part and tweaking that to taste.
As for program...
MSPaint's more than fine, although if you must use something fancier, I can suggest GraphicsGale - it has a free version, supports frames, layers, and color palettes, unlike MSPaint. With pixelart, you really don't need filters or gradiented brushes or such, and many consider them to be 'cheating.'

mspaint has an infinite array of colors...

anyway imo its just as easy to make a sprite in photoshop as it is in mspaint.

Yes, but *.gif's don't. And neither do all areas where one wants to use pixel art - create some graphics for a game, and you have to stay within the constrains of that game. Keeping small color palettes can make things easier for people if they happen to want to edit the image - and this can include yourself, of course. And some people just prefer to stay within certain limitations for their own purposes - aesthetic preference, challenge, what have you.

Pretty sick, i can't help but think that the hydralisk face looks like another face i've seen before though lol :P but yeah good stuff, better then what I can do. maybe start animating one eventually? that'd be sick ^^, good luck.

NudeRaider -- EUD actions, specifically. The conditions remained. Today we can even have actions again, but they're all virtualized/whitelisted (not sure on the actual technical implementation) so you can only use them for specific intended purposed, not arbitrary code injections.

NudeRaider -- I mean yes, maps - through EUDs - were theoretically able to do that as well, but that was patched quickly.

not the map, the editor

Symmetry -- I vaguely remember Voy doing some ACE back in the day, but I had no idea EUDs could do that kind of shit. I am very much catching up on the technology

Symmetry shouted: NudeRaider Is EUD editor capable of writing shit onto the player's harddrive? That seems like it would be dangerous
yeah an editor that isn't allowed to write files sounds rather pointless, so I'd assume it can. Like most other programs too btw. and yes, obviously that's dangerous, but also kinda necessary. MS introduced that virtualization for exactly that reason.

Ultraviolet -- I don't think so. I think they shut that shit down after 1.16, maybe even earlier
