So instead of creating an infantry weapons level 4, level 5, level 6 etc. How do I set it to just add some cost, and add do the same effect?

This is for my zone control map, and I'm trying to get it done for tomorrow night so any help is awesome!

Did you edit the max level of the upgrade to something higher than 1 but below 128?
EDIT: Sorry its below 128
