1- did you try restarting your comp?
The black borders are usually either:
a- Your on a crt monitor and need to just adjust the settings
b- I always had this problem with a fresh windows install, and just had to adjust the scaling options.

Let us know what you have tried.

None.

Boot in safe mode.
There either try to change video settings (not sure if it's taken over to normal boot mode).
Or delete your graphics driver and reboot normally to reinstall graphics.

I'm in safe-mode with networking. Works.

I've tried to go into my Control panel and set the display settings to something that works. Rebooting in standard afterwards doesn't work. I think it's because different drivers are being used.

How do I temporarily delete the Intel Graphics Accelerator driver and then restore it?

EDIT:
also tried this but after 3rd step "reboot," I still got the same frequency error

Sry that I didnt check back. Although you got it already I'll still answer for future reference:
Start > Settings > Control Panel > System > Hardware > Device Manager > Display Adapters
Then click your graphics card and press delete to uninstall it.

Oh and keep in mind that this is not temporary. Your graphics driver will be deleted until you reinstall it (Windows does it automatically sometimes).
