Okay, so I saw this kid at school going to like youtube and stuff, which isn't that weird, except they're blocked at my school. looks like a proxy.

At a guess, it uses a proxy? But it also might just make the browser use the IP address instead of the web address, which some schools don't block. There's 101 ways to get past school filters though.
